At the Plan Review Institute, you will learn to effectively perform structural, nonstructural and residential plan reviews and how to increase your efficiency in determining if a given set of plans and specifications complies with the applicable 2015 I-Codes. You’ll learn step-by-step processes to perform specific plan reviews and receive detailed checklists to accurately review plans for code compliant building submittal review. The first two days will focus on performing a residential plan review. Day three will focus on performing a structural plan review. Day four and five will focus on performing a nonstructural plan review.

Upon completion, participants will be better able to:

  • Identify related plan review provisions in the 2015 IRC.
  • Perform steps in completing a residential plan review.
  • Apply the 2015 IRC to the plan review procedure.
  • Identify where minimum code requirements have not been met and cite applicable code sections.
  • Describe the purpose of performing a structural plan review.
  • Perform a structural plan review.
  • Verify that structural loads are in compliance with code requirements.
  • Verify that foundation system design is in compliance with code requirements.
  • Verify that structural components and materials are in compliance with code requirements.
  • Comply with the applicable standards of 2015 IBC regarding nonstructural plan reviews.
  • Perform a building plan review.
  • Perform a review of fire-resistance-rated construction and interior finishes.
  • Perform a review of the fire protection systems.
  • Perform a review of the means of egress.

Cancellation Policy:

All cancellation requests must be received in writing in order to receive a refund. Refunds are subject to a processing fee of $75*. There will be NO REFUNDS for cancellations received less than two calendar weeks prior to the scheduled training event.

International Code Council reserves the right to cancel any training event having insufficient registrations. If that occurs, all prepaid fees will be refunded in full. International Code Council cannot be responsible for any losses resulting from the cancellation of a training event.

John is a Technical Advisor and Instructor for the International Code Council (ICC). A certified Master Code Professional and Certified Fire Marshal; he has forty (40) other certifications, including thirty-three (33) from the ICC. Having earned a B.S. in Engineering from the University of Delaware, he has also studied Architecture at Georgia Tech and completed courses in Emergency Management and Fire Prevention at the National Emergency Training Center. Formerly the Director of the Department of Permits and Inspections for Frederick County Maryland, he is an ICC Honorary Member, has served on the ICC- Evaluations Services (ICC-ES) Board of Directors, the ICC Code Correlating Committee, the Board of Directors for BOCA International, Inc., Maryland’s Governor’s Smart Code Strategy Group, Chaired the ICC Board for International Professional Standards and is an Honorary Member and Past President of the Maryland Building Officials Association. He currently teaches ICC administrative, building, residential, existing building, property maintenance, zoning, green building, wildland/urban interface, energy courses, and is a contract instructor at the Dept. of Homeland Security, United States Fire Administration, National Fire Academy, and Emmitsburg, MD. He received the ICC Educator of the Year award in 2010.

Richard Truitt

Richard Truitt is currently employed as a Deputy Code Official for Harford County Government. Rich began his career in the code enforcement profession in 1994 as a plans reviewer with the County. Over the years he has been promoted to Chief Building Inspector and now serves in the position of Deputy Director. His responsibilities include the direct oversight of the Building Services Division along with being responsible for the Electrical, Plumbing/Mechanical, Housing Services and Animal Control Division within the Department.

Rich has also continually served on the Maryland Building Officials Board of Directors since 1999. He has held the positions of Director at Large, Secretary, 2nd and 1st vice president and now currently President of the Organization. Along with the MBOA Board position Rich also holds positions and or appointments on the ICC Region VII Executive Committee, the ICC IRC Interpretation Committee, the IRC Plan Review and Accessibility Exam Development Committee, and has been appointed by the Governor of the State of Maryland to the Maryland Rehabilitation Code Council and the Maryland Green Building Council. Since 2007 he has also been working with the ICC Educational Department as a contract instructor and subject matter expert. Rich currently holds over 10 ICC certifications along with Certifications and Licenses as an Inspector in the State of Maryland

Mr. Bracken’s career has centered on the practice of structural engineering. Within the field of structural engineering, Mr. Bracken has conducted and directed design in support of new construction, analysis and engineering of various restoration projects. He has also served as lead investigator on various forensic engineering projects. In addition, Mr. Bracken has provided numerous papers and presentations on topics such as forensic engineering, foundation restoration, structural rehabilitation and innovative use of current technology.
